By default Logic opens the last project you worked on automatically when you launch the app. However, if you aren’t opening Logic to work on that project it can be time consuming while you wait on it to finish loading just so you can close it.
Luckily, you can bypass this behavior by holding the Option key while Logic is opening. Logic will open and show the menu bar at the top of the screen without performing the default startup action so you can chose to start a new project or open an existing project.

Or you can go to Preferences -> Global -> Project Handling and in the first drop-down box you get the option to make it permanent.
